Nevertheless, at least before the war, Ukraine had a bunch of T-80's it was trying to update for service.
What I meant by "running" out is the combination of the two scenarios you mentioned. Combat losses and neglect led to a situation where there is a highly likely chance Russia is out of serviceable T-80Us. They have effectively ceased their role as a weapon in the RuAF.
