Actually this thing has an official name "The war between the wars". the war it self is not against Assad and Syria as much as its against Iranian efforts to establish them selves in Syria. The Russians are fine with this because they have their own interests, ones that dont necessary align with Irans. So Israel keeps its weapons in check, stays away from Russian collateral, and only engages Syrian assets when they are directly involved with Iran
