        You'd be either wearing a slick carrier or at most a minimalist rig which is accessible by unzipping the jacket.
        A lot of this clothing is made for personal security detail or police in plainclothes within the crowd, where they're not supposed to look like they're about to storm Fallujah. It's perfectly doable to have a small PDW and one 30rd mag in a pocket just in case but you're not expected to have an extended engagement. A slick vest to save your life can be reasonably hidden under the bulk. But webbing would be pointless.

            First of all, I never mentioned the military. I mentioned security details. As in, an actual job where you'd be expected to wear clothes over armor. I don't remember which event these were acquired for but I remember that in Britain cops bought backpacks which allowed officers to stand around and not attract attention but if ISIS or whatever started shooting they could unzip and put a plate on their chest to intervene. This isn't a military thing.
            Second, the military has used slicks. Navy SEALs used slick 6094s so they could wear the LBT 1961 rig over it. Delta famously wore the PTOA Class III in the Battle of Mogadishu, which was black and contrasted with the desert camo.
