They are unsightly, unsanitary and goes against military uniformity and thus lowers morale. Moostache hairs has gots to go, get rid of that hippe shit.

You're supposed to enforce that shit BEFORE sending them to the front though. Once you're in combat it's pretty low priority, especially if your side is not doing so well.
Also it's the middle of winter, a beard is probably quite nice.

Encourages the soldiers to take care of themselves even in harsh conditions
It's a pain to strip down and rub down with a washcloth in 5°c but boy oh boy does it improve your morale
You start to feel like shit if you don't clean your self in the field and it's quite hard to actually "take the first step" i.e getting buck naked
Grooming ones beard also helps with morale, feels good and makes you feel more like a man and less like a wild animal
It's quite interesting the effects of basic hygiene can have a human beings psyche especially in adverse conditions, that said it's also suprings how hard it can be to actually go and take 10 minutes to tend to your self, man is a lazy and comfortable creature even when it's at a detriment to himself

For the same reason dudes in Azovsteel even in the siege were either keeping themselves clean shaven or keeping their facial hair neat. A master of himself is a master over nature in adverse conditions. I already feel like shit if I let my facial hair grow over the course of a week and feel like a new man once I've shaved.

It helps distinguish Russian Army troops from the Chechens and, more importantly, Wagner. Prigozhin has already shown that he’s willing to lie through his teeth about Wagner carrying out successful operations all on their own. If this regulation were to actually be enforced, all Gerasimov and his allies have to do when Prigozhin inevitably tries that again is publish footage and point out that the men shown aren’t grubby looking convicts but are actually (probably still quite grubby looking) clean shaven soldiers.

This is what I assumed the OP was about
The Ukies pick their angle of attack based on how much rubbish is lying around the enemy positions because that tells them where the least disciplined (and thus most likely to run) units are stationed, so enforcing standards of cleanliness in the field really would offer and immediate tactical advantage to the Russians

    >travel in civilian cars
If they have enough vehicles to avoid this it's best avoided for PID reasons
    >use of mobile phones
This they really do need to crack down on, they still don't get that in current year phones are basically tracking devices.
    >non-regulation uniform
Would be good for PID if they had real uniforms but I seriously doubt they have enough.
    >non-standard haircuts
    >shaving standards
Kek, he's going to get commanders that try to enforce this shit fragged.

      >If they have enough vehicles to avoid this it's best avoided for PID reasons
PID is not problem for vehicle, just paint and mark it properly all over. And no they don't have enough vehicles not as real supply and not as full theoretical TOE either. For example in US mech/tank platton commander has jeep ( hammwee now jltv) in addition to his tank/IFV. Russians squad commanders have only tank/ifv.

Facial hair can interfere with the wearing of a gas mask, increasing the risk of becoming a casualty during a chemical weapons attack. The entire reason shaving rules exist is because people found this out the hard way in WW1.

      Anonymous

Sure, that's the original reason but does anybody think Ukraine is going to risk loosing international goodwill by using chemical weapons?

If Russia uses chemical weapons then their units will need to wear gas masks to prevent casualties as well.

It's not about grooming standards, Cuckasimov was just gauging how willing are the troops to follow his orders. And if gaynerites and Churkoids are already rebelling and telling him to frick off over something as simple as shaving then he's pretty much fricked.
