There's no chance for a Russian win now. (There never was, but we mostly didn't know that at the time). Now the lesser West are going for participation trophies. To be slightly more serious, military manufacturing for export items takes time. Most of these countries had lean stockpiles, and weren't willing to risk their domestic defense for Ukie gibs.

No it hasn't. They just stopped selling most stuff to Russia and taking tourists.

Russian LNG isn't even sanctioned either. Greek-owned ships alone transport 60% of Russian oil to overseas markets.
It is actually public knowledge that there is a multi stage plan by the western alliance regarding arming and training the Ukrainians. Just skip through the panzernerd vidoes, you will find it.
After stabilization and attrition we are likely moving to a build up phase for massive mechanized offensives to kick the Russians out of Ukraine.
Meanwhile more and more legacy equipment will be phased out in favor of western supplied gear while Ukrainians are being trained up.

There's a lull in the combat so there's time for Ukrainians to get trained. Plus, there's a recognition that Ukraine can gear up for a proper offense in the spring and summer and actually win, rather than give them enough to hold on to what they've secured. There's been some dams broken like France, Germany, and the U.S. sending armoured vehicles and there's less taboo against it now. The expectation now isn't just MANPADs and guns with some HIMARS, but the weapons they need to take Crimea and Donbas.
There never was a taboo, it just didn’t make sense in the confines of the training and arming strategy NATO had developed. Since there is no advantage in telling the Russians what you plan on doing in what timeframe, you need to come up with all kinds of political BS to keep the public occupied.
Europeans are sure they can survive the winter without bowing to Russia.

I'm pretty sure that these donations are because these countries saw that the Russian threat meant frickall. NATO are obviously going full generosity mode, since Ukraine has proven time and time again in 2022-2023, that they're loyal to what they're given, and that they're successful with these tools.

We dont. Only ~550 or so CV9040s of all variants were produced and all of them are in use with either active or reserve units now. A few years ago some would have been available

I have been in them and seen them in use many times in training. They seem to do just fine, but nothing compares to real combat ofc

Production is ongoing, the current plan is to field 72, but that will liekly increase too.

probably because Russian resolve is becoming clear. Despite losing a shiton of men and equipment, operating near moron levels of combat efficiency, they have likewise exhausted Ukraine of men and material. It's almost like spending the last decade fighting insurgency in Ukraine and Syria taught them strategic lessons about modern warfare in the context of their own institutions and equipment.
There are less than 10k westerners fighting in any capacity in Ukraine and Ukraine has a fraction of the population of Russia, and have taken a battering themselves. If you look at just Ukraine, they have little to no domestic military production, deeply fractured infastructure and direct reliance on continued NATO support. Despite the sanctions and internal issues present, Russia is much better off in these respects. Should a truce be announced today, the results would be roughly similar to the results in the Winter War, a truce acceptable to Stalin.

This has become a serious commitment by NATO and I think it's starting to eat into the smaller budget countries stockpiles who were due for an upgrade, owed the DOD a favor (Poland with tanks is a good example.) but are now unable to replenish and therefore, in the short term, dependent on a Ukrainian victory. The fact US armour is being sent directly to Ukraine also shows the severity of the situation for Ukraine.
It's not over in two weeks, probably not a year, but the meatgrinder will go on until the knee is bent. Should NATO formally deploy, nuclear war. Should Russia use nukes on Ukraine, nuclear war. It will continue this way until Ukraine breaks or a truce is signed.
