Sup /k/, can anyone give me a QRD on ITAR?

I've developed something that I think would be useful for the trench-style warfare in Ukraine. I would like to give it to the Ukrainian military. Does this violate ITAR? It is drone-related but is not itself a drone. It is software-related but is primarily a hardware product driven by software. I am an Amcit but don't live in the U.S., and all development was done outside the U.S.

      Is an American citizen who has developed a technology outside the country, independently, required to get permission or can I just turn it over?

        "export" for this purpose just means "transfer'. You are a US citizen. You are transferring it to a foreign person. Your item is defense-related (perhaps). Ergo, it falls under ITAR. See also the example:

    If you are legally able to live and do business outside the US you are mostly clear of ITAR unless your product is a)on the U.S Munitions List or b) your services would fall under the Defense Services category in which case you'd need DDTC authorization to work with a non-US govt or defense contractor no matter where you live.
    If your product is not specifically and explicitly for weapons manufacture or defense services but could have other uses, your easiest route is to sell it/license it to a defense contractor to put to use, or get a job with said same, your foreign employer then is responsible for ITAR not you
    In any case you should shell out for at least a consultation with an intl trade lawyer before getting started since violating ITAR can get you stripped of citizenship, put under interdiction, tried for espionage/treason, etc etc. It is quite literally SRS BSNS

    You'll have to check the CCL and see if what you're making falls into any of the categories. Chances are, if it's a weapon, it will. If it's something that isn't primarily a weapon but can be "repurposed" it probably won't.

    Even if you don't physically export something to Ukraine, it can still be controlled if it's online. I'd be careful what you do publically.
