OP here, yes, i know old man Ruger had some questionable opinions, but price, stats, and warrantee cannot be beat.
just buy a 700 and put it in the stock of your choice
RPR is good, .300WM is overkill for 1000 yard shooting. I'd suggest .308 if you don't handload or 6.5 Creedmoor if you do. You've probably already hard of Tikka and Bergara offerings if you've found that gun, but they're still worth considering, especially as starter guns.
.300WM is fine if you want to start at 1k and go beyond.
.308 is a pain to work with beyond 1000 yards.
Yeah, it's good if you want to go beyond. OP has stated 500-1000, which .308 is perfectly suitable for.

1k yards is the goal... but if this rifle and round can do better, i will try.
.300WM can do 1200-1500 yards depending on loadings, rifle, bullet etc.
Keep in mind you want a place already lined up to shoot these distances. Buy your rifle while keeping in mind how far you can physically shoot before hitting a backstop. Don't be the yahoo blowing up the 300 yard plate with a .338LM rifle, or the guy who sprays his PSA AR at the 500 yard plate and destroys the chains.

Both are fine for handloading, but the reason I say that is because factory 6.5 creedmoor prices are abysmal. If you want to shoot any volume of that caliber you either need to be rich or you need to handload,
I can buy cases of cheap s&b 140 fmj and 142 hpbt 6 creedmoor for only a few dollars per 500 more than cases of 147-150 gr .308. The high grade match stuff is around the same price too. A year or two ago you'd be right but the price and availability difference has decreased a ton in the past year.
Just go 6.5creed. tracking your own shots without a spotter can get dicey with 300wm.

This will never not be a bad choice for anyone getting into long range and is a bad choice for people who know what they're doing as well.
If you're serious about learning LR shooting either buy a good barreled action with a nice barrel from the get-go or a cheap action/rifle and swap in a nice barrel (and obviously a chassis with either). 308 is good for starting out because it's cheaper and is affected by wind more than 6.5 creedmoor or 300 WM, so you'll be forced to learn how to read wind better and adjust to it. If you're not that serious about getting into LR shooting 6.5 Creedmoor is a better choice than 308 due to the obvious performance advantages. Lastly, if you're deadset on buying a complete rifle get an American Rifle Company Nucleus Gen2 for 2500, it will perform better than the RPR but you will be limited to choosing between 6.5 creedmoor or 6mm creedmoor.

Is probably more suited to what you want. 6.5 PRC is more than enough bullet to handle 1 kilometer and doesn't kick like a long action magnum.The RPR is fine with short action calibers, but I am not a fan of their long action models. Also, don't buy any Christensen Arms rifles, they're not worth it despite the market being completely saturated with them.
I got mine in .338 Lapua Mag. Awesome. zero'd in a handful of rounds, went straight to shooting 1000m target the same day. Excellent weapon, 10/10 would recommend

that's $2070. you still need the barrel nut and the tools to put it together, but that's still going to be less than that rpr and will shoot circles around it. with that kind of budget there's literally no reason to buy factory rifles. alternately you could just buy some savage 110ba for 1k and save the other $1400 for a scope.
6.5 if you just want to hit a target. for long range with actual terminal ballistics that matter you'll need something that carries more energy. it's weird to go through all that trouble just so sneer at "factory rifles".

At 1000 yards you're talking about the difference of 8-10 feet of drop between .30-06 and .300WM.
That's massive considering 6.5CM is within 3 feet of .300WM at that distance and even .338 Lapua is only dropping less by a half foot at that range compared to .300WM.
6.5CM or .300WM just make the most sense if you want as flat shooting as you can without breaking the bank out to 1000 yards.

.300wm is $2-3/shot compared to $3-5/shot for .50bmg. And 6.5cm is even cheaper at like $1.25-2.50/shot.
As for rifles, a good 50bmg will set you back at least an additional $750+ compared to 6.5cm or 300wm rifles of similar build quality and features.
If you wanna get into 1500-2500 meter shots, then sure go for .50bmg but it's just gonna be a waste of money if you're just doing 1000 meters

30-06, much like 45-70, is my grandfathers round. great for war, but not for sniping.

Get a Tac A1/CTR in .308 or 6.5 instead. You want something you can actually afford to shoot a lot and stand to shoot a lot. A 300 win mag is a pretty poor choice from both perspectives.

Savage 110 in an MDT chassis is the basic bitch long distance starter pack right now, its the best non-custom action on the market and you can dink around with everything else to your hearts content.
33winmag is still a fine choice for PRC but so also are 30-06, 6.5 sneed and valkyrie so don't sell yourself short

I will give you the factory blueprinting is impressive, but they aren't offering it on their $500 models.

A seperate blueprinted action can be found for 500-600. For 900, you could have an Origin and that's just a better choice.

Other actions in a similar price range simply don't require it at all, such as a Tikka. They're made consistently enough that you can simply buy shouldered prefits for them.
Savage, your marketing team isn't very good. You should have given them a script focused on how the barrels are shockingly good for the price, everyone knows 110 actions are trash.
What are you going to be shooting? If it's just targets why not get a .22lr, it's not going to be any more or less dead if you buy something that costs $5/round
