I live across the street from an incredibly loud gas station and I've been experimenting with soundproofing.
I've tried mass loaded vinyl sandwiched in-between two layers of drywall and so far it cannot block off enough sound.
I was thinking of bricking off the window, but won't that lower the value of the house?
I cannot build a soundproof fence because the city won't let me

What kind of window do you have? There's a huge difference between an old punctured one and new double or triple glazed ones.

I've found mineral wool insulation to be pretty good for sound proofing, it's kind of expensive though

Replace the window with a newer triple pane argon filled super deluxe one. Buy some earplugs or noise cancelling headphones. Burn the house down and use the insurance to move.

Gonna try the deluxe window. Already put in some MLV and new drywall and use earplugs and it's a lot more quiet. Am putting bookshelves along the wall and turning on a fan and putting it up against the wall as well right now

I actually successfully beat my mom's town council into changing a rule like that, they had a fencing code that they did not enforce for two council members and one former mayor. I told her she should spread her sob story about not being allowed to have a privacy fence but noticing that the council members were able to break the rule just fine. The retirees ran with the story, it spread like wildfire, old people love pointing out hypocrisy. Then I went to a town council meeting with my mom and put code enforcement on the spot in front of everyone. They said they'd cite the councilmen and former mayor but instead they quietly struck the rule from the books. Quite a few privacy fences have gone up since then.
I'm about to put it on the market after some upgrades. New windows for sure. For now I just have two layers in front of the window and wall that is already there. Should I plaster over them?

best soundproofing is room within a room stuff. But it's effort and expensive. I soundproofed my "office" (converted detached garage) but I would just get a decent pair of noise cancelling headphones and wear them all the time instead.
