They do. Hard set to specific NATO radars in the factory, which is incredibly inefficient but it at least exists. However, they don't have any capability to SEAD their own systems, because "lmao why would the Soviet Union ever need to take out Soviet anti-air?".

If that's true that's amazing, seeing how the only place they would EVER need to fight a conventional war is against those countries who buy russian weapons in russia's own sphere of influence. If you mean hardware, yes, there have been photos of electronics taken from different Russian missile wreckages, and they're Soviet-era circuit boards. Either they were made before 1991, or the Russians are still making electronics with forty year old production lines, because they are literally incapable of innovating.
Russia literally suffers from the same problems the Imperium does, having to rely on ancient salvaged tech, because they lost the knowledge to build anything new.
They have the Kh-31 and I think they might still have the Kh-58 still around as well. I think they might have used a couple early in the war going after stuff but there's basically frick all info on what they got used against or when. I mean by late March they had Su-30's doing dumb-bomb runs on stuff like comms repeaters and stuff which is sort of the really fast and shit way of doing things, but as for the how many missiles and why they're not being used I just dunno.
Got to remember SEAD isn't necessarily a 100% using anti-rad missiles either. They can have ground troops shoot up radars, spotting and killing by some types of drones, calling in artillery if its located etc. But Russia has been full of surprises in just what it doesn't have, used badly or just doesn't do in the last 7months so anyone's guess is as good as any
They have nothing that even compares to the AGM-88. HARM's can be programmed mid-flight for specific emitters, slavshit, like anon said have to be set at the hardware level.
Now that the dust has settled
my personal theory is Putin can't afford to take the losses, as a lost aircraft is essentially irreplaceable for him, so he holds what he has left in reserve for time being

Because SEAD isn't easy. It needs to be learned the hard way and neither Russia nor the USSR ever fought an air campaign against an enemy with a large amount of true SAMs
Even to just have the resources to allow your pilots to run up decent flight hours is an issue in Russia. So when you're not even able to supply your combat units with significant amounts of guided munitions, SEAD goes down to very low priority.

Without hands-on experience, or in the case of our allies, America telling them how scary SAMs are and how they learned to fight them, everything from weapon design, electronics to doctrine is fumbling in the dark for Russia. At best they can try to copy the chinese whispers they can gleam of the western method.

Thing is, there's some kind of generational disconnect in the Russian Military- even in the Georgia war they used Anti-Rad missiles on the Georgian defences so its not like its a completely out of the box concept. Plus theres been plenty of watching of what the US does, if nothing else they should have people picking apart everything in theatre thats happened since Vietnam and Korea.

Sortie rate, Russians did do some mildly impressive ops in the first days of the war but then they became unable to launch massed airstrikes for some reason. Performing SEAD against a decent SAM network requires a lot of planes and planning, and judging from footage Russians can just about manage pair of Su-25s lobbing rockets at max range.
And then of course the fact that they are facing an untouchable NATO ELINT system, can't go shooting down AWACS over NATO countries

Ivan set himself up with the expectation of facing down Western air defence doctrine, which is to say it's dominated by fighters. Massive SAM networks is Russia's style, creeping their bubble forwards as they advance on the ground.
