          Hell you don't even need the absence of law enforcement. It doesn't matter where you are in the world everyone has a recent example of the public rioting and destroying public property and killing each other in the process. It requires total pieces of shit to get things started but the public will follow. The public is straight up insane and self-serving beyond most people's imaginations.     this could be made better by having it be on water. you could have a floating island with buildings on top, and to get access you have to be crane lifted by a wench. the zombies would not be able to even climb on the boat, let alone be wenched up to the island.

    also, the zombies would slowly dissolve in the ocean because the fish would eat them.

          It's a nuclear sub, the fuel will last longer than your lifespan. Oxygen you just need to surface in the middle of the ocean for a few hours to refill the tanks. In fact you could probably just cruise along on the surface most of the time and only dive if you need to.

            Is there such thing as nuclear powered submarines? I always thought a nuclear sub was just a submarine that carried nuclear missiles to launch at countries, I didn't think they had like a nuclear reactor to power the submarine. Why don't they use nuclear engines to power other sea faring vessels like cargo ships and stuff if they have that technology available?
