The wartime force is 280 000 for a reason; there's only 300 000 assault rifles to give out + ~100 000 East-German and Chinkshit AKMs for auxilliary forces. Those "million" (actually 890 000) is the total capacity of the reserve; first the 280k are called, which then will be reinforced with the remainen 610 000 old and fat boomers. Not to mention that mobilizing that many soldiers, let alone 20% of the population at once is nearly an impossible task to do in time before an invasion. Much different than "a million at any moment".

One thing I think many people are overlooking is that they both have their own military industries (producing both their own designs and license-produced things) and have the potential to build a lot of tanks, aircraft, artillery, trucks and ammunition if the money and political will was there.
