Russia is about quantity, not quality. There was a good image on here a few months ago that really displayed that: Russian artillery is low precision and they use hundreds of rounds in an attempt to hit the thing they are aiming for. Western artillery is lower quantity but higher quantity and as a result has less destructive power but is less wasteful.
