The droid army was just there to cause misery and mayhem, to draw the Jedi out and push them into compromising their values. It was there as an excuse for Palpatine to consolidate political power and excuse the Republic's militarization. It was never meant to win lasting military victory. It was a droid army so it could be easily powered off and disposed of and not be a lingering threat to the New Order the way that living militants like Saw Guererra were. This is why Ryloth was such a trouble spot, they resisted both the presence of the CIS and the Republic, and played an early role in forming the Rebel Alliance because their resistance transferred to the Empire immediately when the New Order was instituted.
This explanation only goes so far, because the actual operation of the droid army requires everyone to be retarded, not "kind of dim" not "inexperienced" but completely retarded.
And the fact that no one on the other side realizes how fucking goofy the situation is means they are also retarded.
