Full on intervention eould have shook up the middle east earlier, before the us got ties with the gulf states and fully doled israel.

That's more than reasonable. USSR supported Arab states, advised them, gave them technology and equipment. Why should the USSR send thoudsands of soldiers to die in someone else's war? The Arab states failed because of their own internal problems.

USSR has signed exactly zero treaties in regards to the Arab states. Instead they made business deals to train them and sell them equipment. What they do with it is their own.
