      The problem is that NATO and the Warsaw Pact used systems of magic that were diametrically opposed, and I mean that literally--- every single spell was meant to counter a spell found in the opponents' grimoires. NATO magic is inherently incompatible with the magic currently used by Ukraine. Their wizards, no matter how skilled they may be, simply CANNOT learn how to use NATO's magic system.
