          I could understand staging a faked attack. But why would they attack their own forces in a war in which they are struggling for manpower? What do they hope to gain doing that? Do they want to kill off Ukrainian workers? How do they plan on getting away with that? Also, for what purpose?

Most of problems with water in Crimea were caused by pipes and pumps breaking down after 25 years of not being repaired, not by the fact that Ukraine blocked the channel. And Russia made it even worse by doing their best to destroy the only flourishing industry there — tourism.
