Because thing is better on paper than in practice. It's heavier than FAL, has shorter barrel than FAL and M14, it is a new technology compared to M14 (which is basically.308-adjusted Garand) and G3 (upgraded StG45). I bet it also shoots worse groups than G3 marksman version.

Soviets tested FG42 it shoot much better groups then sniper Mosins.
Sniper mosins vary wildly in quality and accuracy, so thats not really a surprise.
Sniper rifles, or service rifles selected for sniper conversions, of the era just had to make groups less than 4 moa generally.

The core mechanism is a Lewis gun, which predates the Garand by decades

Pretty much because it wasn't developed or deployed as a standard issue rifle. Part of what defines a piece of equipment is how it's deployed.
The more you get into the weeds of militaria anon, the more you'll realize there's no exact science to classifying platforms. Its simply up to the country that's using it and for what doctrine.
The Battle Rifle moniker is a made up term by the civilian market, functionally an automatic rifle and a battle rifle are the same, what they were for doctrinely isnt.

It does it's job against human targets, has less recoil, does less stress on barrel and other mechanisms and weights less so you can carry more.
Point is if you remake FG42 (nit just rechamber) to use shorter round rifle would have shorter reciver and lighter weight.
Checked records. During Soviet trials FG42 shot 2.6 MOA groups. Ammo not stated bit most probably just ball round.
