Retouching furniture

I bought this set of tables and chairs and it's got a ton of paint chipped/wearing off. How would I go about restoring this?

disasssmble it. Sand it, then finish it.

"restoring" means to make new as from the factory or person who originally made it.

Do you want to repair the existing finish? Then just steel wool down what's there lightly, fill in the cracks and chips with fresh paint (most likely a black enamel), lightly sand/steel wool any bumps/transitions from the new paint, then rattle can a coat of satin varnish over it. Wax, and done.
Go watch Thomas Johnson on YouTube for tutorials on how to fix this kind of thing.

      >(most likely a black enamel)
Most likely not, especially since it's chipping like that...it's probably lacquer.

Actually refinisher here, remove seat, clean chair with mild soap, lighltly sand, wipe with paint thinner, dry, buy a can of good quality spray paint. Done.
