Being able to reliably stop the threat* is all that matters, which is a confluence of factors including user proficiency, shot placement, terminal ballistics, and most importantly of all, speed of reaction.

Meanwhile in reality, every second you spend missing the target is a second more that your attacker has to kill you. You may as well be admitting that you didn't actually fear for your life when you used your gun if you're going that route.
