    you ban all ammo sales, limiting the market and potential for this severely. yes, some people can reload, some people have enough stockpiles, and some people can make ammo blah blah, but realistically, you cut a massive chunk out by a complete ban on ammo.

    Ban shotgun shells sales and primers.

    In many countries it's almost impossible to buy shotgun shells.

    Making black powder and lead balls isn't too hard but making a somewhat reliable primer is a pain in the ass.

    At that point it's better to just use a bow.

    Like others have said, ammo control would be most effective.
    Beyond that, a draconian licensing system for "approved" carpenters and limited time may issue licenses for govt authorized construction projects. Something tells me that there'd be a large swathe of retards that would eventually support this.
    Realistically though, and I tell this to antigun friends all the time, if the feds managed to ban guns and ammo, gangbangers in urban burgerland and mass killers would just be lobbing homemade firebombs and improvised explosives. Personally, this is the future I want to avoid at all costs, considering the potential collateral and infrastructure damage.

    Someone might die, it'll make headlines, the guy gets arrested by cops, and everyone moves on.

    When gun crime happens in countries where guns are scarce, gun-crime is a big deal, but life still goes on. But realistically, there's no way to regulate the materials that the builder used without making life unnecessarily more difficult for something that almost never happens.
