    You can control dispersion by the spin rate. Most cluster carriers uses their fins/pyrotechnic to start spinning in a controlled manner.

    For it to work you need a functional, competent air force that can fly over the target. Russia doesn't have that which is why you didn't post combat footage just a test over an empty field from months ago.
