tar asphalt can be removed with disel fuel, will also work on most speed bumps soak a towel and leave it over night. takes about a year but will remove unwanted speed bumps.

OP, you have to pour the diesel on it and let it soak in for like 20-30 minutes. then, you can use a putty knife and a blowtorch to slowly melt the tar and scrape it up.

Hey op, I use this stuff to remove asphalt mastic (Full of asbestos, for sure.)
It works OK, pour it on and let is soak for a few hours, then scrape. you will want to have lots of paper towels or kitty litter to sop it up. BE CAREFUL when pouring/cleaning, if you splatter the liquid with dissolved asphalt in it up on the walls or stuff, it will NEVER come off and will bleed through paint, no matter how many layers you apply.
Heating and scraping isn't a good idea, it will just smear.
I would first try scraping it off. the colder it is, the more brittle and easier it is to scrape off. If that doesn't work, and you wanna get this done sometime soon, sand it off. Belt sander, grinder with the flappy disk, and a steady hand.
Whatever you do, wear a good mask. And long sleeved clothes, cause the aromatic hydrocarbons can be quite insidious. Nevermind the asbestos. Gonna want to filter that dust through a cigarrete at the very least.

Try not to use solvents, it can seep into the wood and interfere with whatever you're laying ontop of it
You'll need to sand and refinish your floors entirely. Home Depot rents out a huge-ass floor sander, get that and also a smaller handheld one. Edge around the perimeter of the room with the hand sander, then do the rest with the biggin. You need to do three full passes of the floor. Buy a frick-ton of 60, 100, and 120-grit sandpaper for both sanders. It's easy once you get into it.
Open all your windows and exterior doors, use a box fan to exhaust as much air outside as possible, wear an N95 mask and goggles. Clean up immediately with a shop vac.
As for refinishing, I don't know they've never let me do that, maybe someone can reply to this post with a guide.
