From Americans. They're the ones who send slaves into battle in both World Wars.

    >Is Russia real life 40K Imperium?
we need to go further back, to Asimovs books

    >Bel Riose was the last great general of the Galactic Empire, serving under Cleon II. He dreamed of glory and often expressed a negative opinion towards the Empire's cultural and technological decline.

    >Riose learns of the Foundation from Ducem Barr, a noble of the planet Siwenna. Correctly interpreting Barr's tales of "magicians" as the remnants of science in the Periphery, and witnessing some scientific advances made by the Foundation itself in the form of a personal force-shield, he decides to conquer the Foundation and utilize its scientific resources to revitalize the dying Empire. En route to the Foundation, he captures one of its Traders, Lathan Devers, and holds him hostage alongside Barr in an attempt to gain intelligence over the Foundation.

    >Although Devers and Barr escape Riose and make their way to Trantor in an attempt to gain an audience with the Emperor, the forces of history make their efforts meaningless. Fearing Riose's power, Cleon II orders him back to Trantor and has him executed for treason, as per Hari Seldon's prediction that by the end of the Empire, any military officer who was to gain enough power to threaten the Foundation would be prevented from causing harm by the central government's own fear of rebellion.

    Bel Riose = Belisarius

The libturds tried to make the Skaven unappealing by making them resemble rats but if someone looks past shallow surface level observations they will see that the Skaven are actually incredibly based. Each one is a nietzschean uberrodent who puts himself above all others and is fully willing to smash aside any obstacles to his power. Each ones psyche lacks any of the weaknesses that cause leftism, making their society immune to its taint. They are free of feelings of inferiority which are the root of leftist thought, they possess an instinctive revulsion to everything about non-skaven meaning that leftist self-flagellation or idealization of others is impossible in a Skaven and a big reason why they are so successful is that they put their women to better use than any other species in the setting and their psychology means that a Skaven simp that would protest about this is impossible. Even despite being meant to parody us, the libturds still couldn't help but aknowledge our self-evident superiority over them by making the Skaven have technology far in advance of everyone else, a foothold everywhere in the world, such fast population growth that they'll never be under existential threat and being guaranteed to take the world for themselves.

You clearly need to look past shallow surface level observations.

Skaven are continually at war with each other, with other skaven being the number one impediment to skavenkind. The only reason that as a society they have not completely collapsed is because they are massive rats, and so breed at astoundingly high rates, meaning that for every one skaven that dies there are thousands being born and hundreds becoming adults.

Competition is the root of all improvement and their birth rate is due to their extremely red-pilled use of their women.

          >Cutthroat internal politics where everyone is trying to get ahead of anyone else
          >Main drive is hatred towards the other
          >Small privileged elite rules over a vast ocean of expendible individuals living cheek to jowl in huge labyrinthine warrens.
          >Solution to everything is throwing bodies at the problem
          >Ruled by a council where 12 members are present with the highest level being symbolically held by its god
          >Most advanced technology is extremely rare and is never used for the benefit of the general populace
          Skaven:
          >Theocratic Empire nominally ruled by a god
          >Cutthroat internal politics where everyone is trying to get ahead of anyone else
          >Main drive is hatred towards the other

          >Most advanced technology is extremely rare and is never used for the benefit of the general populace
          The Empire:
          >Renaissance based society emerging out of a feudal age
          >More often respectful and friendly to non-hostile species (Dwarves and Elves) and isn't brutally expansionist
          >Polytheistic faith with multiple gods
          >Steadily advancing in technology with a lot of investment into infrastructure.
The only similarity between the Imperium of Man and The Empire is consisting primarily of humans.

    too tryhard

Well I would like to see you try it.

Here is a far better one.
It is the 21st century. For more than two decades the Emperor of Russia has sat immobile on the Golden Throne of the Kremlin. He is the master of slavdom by the will of the CIA and master of a million yachts by the might of His inexhaustible mobiks. He is a rotting carcass writhing invisibly with power from the 90's. He is the Carrion Lord of the vast Imperium of Kleptocracy for whom a thousand souls are sacrificed every day so that He may never truly go bankrupt.

Yet even in His deathless state, the Emperor continues His eternal vigilance. Mighty battlefleets cross the oil-infested miasma of the black sea, the only route between distant warm water ports, their way lit by the GLONASS, the sometimes functional manifestation of the Emperor's will. Vast armies give battle in His name on uncounted villages. Greatest amongst His soldiers are the VDV, the Dagestanis, culturally-engineered super-warriors. Their comrades in arms are legion: the barrier troops and countless village militias, the ever-vigilant FSB agents and the Tech-priests of Vladivostok to name only a few. But for all their multitudes, they are barely enough to hold off the ever-present threat to humanity from trannies, weaponized pigeons, biolabs -- and far, far worse.

To be a man in such times is to be one amongst untold millions. It is to live in the cruelest and most bloody regime imaginable. These are the tales of those times. Forget the power of technology and science, for so much has been rusted, never to be maintained. Forget the promise of progress and understanding, for in the grim dark future there is only alcoholism. There is no peace amongst the slavs, only an eternity of carnage and slaughter, and the laughter of thirsting alphabet agencies."

Nah, if that were the case, then
-- half of the astra militarum wouldn't even have their "flashlights"
-- the commissars would all be drunk 400k behind the front lines.
-- ratlings would be barrier troops.
-- They wouldn't have a single working tank, much less a Leman Russ or a Baneblade.
-- Ciaphas Cain would've been tossed out a window for not being loyal enough to Monke.
-- the soldat would actually be fighting back instead of sitting in a 2 foot deep "foxhole" waiting for the inevitable order to retreat.
