PDWs are weapons specifically made in form factors more suitable for rearward troops besides simple pistols. The Tet offensive was the seed that birthed them, with carbines already somewhat filling the role but modern problems needed modern solutions. See P90 development, and other pistol caliber carbines being outfitted to troops behind front lines. Weapons more easily stowed in lockers and vehicles and on their persons.

PDWs were intended for people in military roles who weren't expected to see combat but still needed a weapon to defend themselves if they ever did, and were normally only issued handguns.
Its a name for a weird category of guns that includes the vz 61 scorpion , the p90, mp7, arguably the krink and the knight armament pdw.
The purpose is the same , tank crews/ downed syndrome pilits, rear echelon troops, truckers ecc. being given weapons that are convinient to carry in a confined space or while working with some large equipement but still more capable then a peestol
