Well, unlike that Russian abomination, when you look at a flakpanzer you get the impression that at some point during the design process an engineer was involved and that the people constructing it had some sort of drawing or blueprint they could consult.
I'm not even sure what role the Russian vehicle is intended to fill. The gun crew is exposed which suggests it's not meant for infantry support. The low-caliber means it wouldn't make a good SPG. Its extremely high-profile limits its effectiveness against AFVs. And its primitive optics, manual traverse, and old-fashioned ammo mean it would suck against fixed-wing, rotary-wing, or unnamed aircraft.
I get that it's better than not having anything at all, but is it really?

They were never a true autarky, not even remotely, but since the USSR fell apart, they have struggled horribly to put ONE true new MBT or fighter design (not T-90 "new") into serial production, and that was BEFORE they were cockblocked from importing critical parts from abroad, now these projects are dead in the water.
If there's not a history book written about this called "Then it got Worse: The Russian Military in Ukraine 2022-2023", I'll be very disappointed.
