I'm not even sure what role the Russian vehicle is intended to fill. The gun crew is exposed which suggests it's not meant for infantry support. The low-caliber means it wouldn't make a good SPG. Its extremely high-profile limits its effectiveness against AFVs. And its primitive optics, manual traverse, and old-fashioned ammo mean it would suck against fixed-wing, rotary-wing, or unnamed aircraft.
