Also many places and large chains have policies that arent law so its entirely likely that its company policy for a wait and the untrained and underpaid worker said the wrong word and called it a law. No, there is no local override of Texas gun laws.
There is no Texas gun law saying you have to be 21 or older for guns.

Its a new federal law that was passed last year, the Bipartisan Safe Communities Act, anyone aged 18-20 that tries to buy a gun has to go through an enhanced background check that has to wait an additional 10 business days before they can take possession of it.
