      In a good time, you can build and hook up a refinery and distillery in about 2 years, that's from scratch-fab, all the top flight welders and hooking up all the control mechanisms- leak detectors, thermocouples, shunts, shut offs and pressure controls.
      Zee probablemo is that all those control mechanisms... well they only really come from the west and no they're not selling them randomly to snow monke who got theirs blown up. So Russia can build it, but all the big brain business which makes it work, producing petrol, diesel, precursors for plastics, explosives etc. They don't have that.

      Russians are not particularly good/great at fabrication and even worse at maintenance so you know where this ends up

                In the late 90s, that was a pretty common thing in schools, truck stops and tourist sites.

                These days, nearly every tourist site toilet is marble lined and mopped twice an hour and you wouldn't even call 5 second rule if you dropped a steam bun in there.
                Schools are all stalls at least but might still have a marble trench between them, usually they're individual porcelain squat toilets.
                Some highway stops might still look like it but only if they're just a petrol station selling instant noodles in the middle of nowhere, anywhere that buses stop is going to have huge, clean stalls, probably including one or two sit-down toilets too.

                China did this in 30 years roughly, Russia just never moved the needle.

        and exporting crude just to import refined products wouldn't even be a good thing with enough ships for transport.

            most OSINT ones agree 15-17% of refinement capacity has been effectively lost. Given fractional columns are made-to-order items, I don't think that's coming back anytime soon.
            now, capacity is not though-put, but I find it hard to believe these refineries were not under heavy use given economic circumstances, and the fact that a few kg of explosives lit up acres worth of infrastructure.

              I think some of their refineries were already down for maintenance, and hence they were already implementing an export ban due to supply concerns. If those refineries are down, along with the functioning ones being blown up, you're going to see considerable reductions to refining, and they'll run out of inventories quickly without a rationing system being implemented.

    Refineries make about 35-45% a barrell
    The one 4 days ago was about 5 percent of refining. That's 36 billion gone.
    Before this one it was around 190 billion gone for the year.

    Russians have made it illegal to export gasoline 10 days ago. Their gasoline shortages are that bad. Refineries one you crack the towers are insanely hard to rebuild
    Everything has to be brought in. There 4 cranes on earth that can rebuild the 3 of the Russians towers lost btw. They are huge. I'm not talking about x rayed machines, laser cut metal connectors, or the exotic metals needed.
    To actually stack a tower the sizes they have there are 4 giant needed to do it.

But if they've lost about 12 so far, even if that's 2-3% each as an average, its got to sting and not just for petrol.         It's important to remember that these refineries often have multiple cracking towers, so any one hit isn't completely stopping the refinery. But for some of them, like the smaller Syzran facility, the hit on the tower cost that plant about 70% of its capacity to refine.

    For anyone wondering how fast can those cracking tower be repaired, here's how one looks during assembly.Refineries are all custom made on contract. In the last 30 years every single new refinery in Russia was built by a western company.

        I hadn't heard about it but maybe a negotiating tactic to lower the price even further. Just a shake of the leash to remind Russia who's wearing it.

        The sanctions seem intended not so much to prevent sales which might be very difficult (even Daesh kept on shipping oil without ever being a legitimate trading partner) as to lower the price to levels unsustainable for Russia, which also put diplomatic pressure on all its trading relationships because China and India are happy to gouge Russia in its moment of weakness. This doesn't exactly foster goodwill so the sanctions have very far reaching effects and the state department probably knew what they were doing with this.
