Shit tier steel helmets maybe, good ones will comfortably stop 9mm and .45 ACP at point blank. While most steel helmets won’t stop projectiles as big as 9x39mm, it should theoretically be possible for one to deflect it at a high angle.
The suppressor on it is dogshit even by standards from a decade before it was actually designed. It's not easily replacede either.
I guess it might be nice if you are the only one in the squad using it while everyone else is noisier.
Its certainly basic, but its functional. A lot of people assume more baffles=better, but Maxim suppressors are supposed to be some of the best on the market and they only have 6 baffles in a very similar arrangement to the VAL. Some gemtechs have a comparable arrangement too.

Armor piercing wasn't a requirement, just a happy accident. They wanted a subsonic round. They did the Russian thing by repurposing an old cartridge and necked it up to accept a heavier bullet for the sake of subsonic loads. Only after they started testing did it show good effect on armor
It’s just a really rare and unique weapon. Not particularly handy for standard infantry combat. Still a really cool piece to own. There some videos online of Russian SOF executing sentries in Syria with them. Seemed pretty handy in sentry removal

The locking dust cover on Yugo AKs is a relic of their original design being designed for firing rifle grenades, same with the thicker trunnions.
It doesn't help with dust cover mounted optics retaining zero. The only thing that does is permanently attaching the dust cover to the receiver, usually with a hinge. There are aftermarket companies that make them for most AKs and a lot of the newer designs (including the VALs with railed covers ITT) have that hinge.

GRU speznaz is more of an equivalent to US army rangers than to Navy seals or Delta. Not nearly as well trained tho, but they're one of the few units trained to do mechanised assaults (others being VDV and the Russian Marines). Russia has to use them if they want attack (human waves excluded, everyone can do those).
Ground Forces/GRU Spetznaz is the equivalent of the US Army Special Forces, the green berets.
