It's similar but it's obviously not a Webley, look at the cylinder latch and rear sight. It could be an Iver Johnson but it looks extra-shitty to me, it is probably a cheap knockoff copy. Look at the screw where the frame breaks open: the screwdriver slot isn't even cut in the center of the screw.
shitty turn-of-the-century top-break, either in .32 or .38 s&w black powder
the original Saturday night special
how come there are shitty cheap old top break revolvers and shitty cheap new flip-out revolvers but nobody can fucking figure out how to make a shitty cheap new top break revolver???
if the latch isn't perfectly fitted the impact of the parts hitting each other each time the gun fires will quickly lead to the latch or the frame failing, which is a lawsuit waiting to happen. That's not a risk in a swing-out cylinder gun no matter how shitty because the frame is one solid piece of metal with no joints or hinges.
Webly
Thank you! I image searched it and Webley is the most similar option
Thing is that I can't find the exact model, can it be a dummy/toy gun?
that's not a Webley

That.
an even shittier Iverson johnson?
OP here, after reading your comments
I agree with you, it's almost certainly an Iver Johnson, I now have to find the version with the wooden handle (like in the original image)
wooden grips are most definitely aftermarket

Lawyers. A shitty top-break is a legal nightmare waiting to happen.
why?

they probably cost slightly more to manufacture that a solid frame
Because that would be something nice happening, and the laws of the universe dictate that we must suffer.
I like to call him Mark
iver johnson safety revolver. i think they use 32S&W. not worth much but neat
Nah. Iver Johnson revolvers have a transfer bar instead of having the firing pin on the hammer
What is the best way to tell if a SS Officers dagger is real?
Soory I should put this in its own post.
Compare it to known real examples in reference books and listings from trusted dealers. Be extremely anal when it comes to checking for differences.
His name is George.
Rooty-tooty spinny-shooty
It's a Taurus copy of a Belgian copy of a Harrington Richardson copy of a Smith and Wesson .38
looks like a really shitty .45 Schofield
