The Mexican military hates Russia with a passion after the Russians gave them a bunch of shitty military equipment and tried to weasel out of providing maintainence and support for it in exchange for Mexico writing off some post-soviet debt.
But before that, the Russians tried to pay in rotting seafood and dumped it off the coast when Mexico said they wouldn't accept it, causing a minor ecological catastrophe

          >Results: Thirteen percent of children had facial phenotype scores highly compatible with prenatal alcohol exposure and 45% had intermediate facial phenotype scores. These scores correlated with maternal gravidity and age. At least 40% of mothers in whom history was available ingested alcohol during pregnancy; some also used illicit drugs and tobacco. Z scores for growth measurements corresponded to phenotypic score, as did the degree of developmental delay. Children with no or mild delay had significantly lower phenotypic scores than those with moderate or severe delay (p = 0.04); more than 70% of children with high phenotypic scores were moderately or severely delayed.

          >Conclusions: More than half of residents of the baby homes in Murmansk, Russia, have intermediate (45%) or high (13%) phenotypic expression scores suggesting prenatal exposure to alcohol. Despite good physical care, stable daily routine, availability of well-trained specialists, and access to medical care, these vulnerable children show significant growth and developmental delays compared with their institutionalized peers.

The average Russian on the street is so ridiculously detached from the workings of their government that they take zero responsibility for it's actions. Its not something conscious or even unnatural given their political status - they are not citizens, they have no political cultural lineage of being citizens, they are a population that inhabits a territory. They might support or (more likely) largely ignore what the Russian government is doing in foreign affairs but there are always layers of removal there, it's hard to understand for a lot of people from Western perspectives where they have centuries of cultural traditions regarding how they view their relationship with their state and concepts of fundamental liberties that are simply missing from the Russian experience.

It also really doesn't help that a lot of modern Russians are socially atomized and deeply cynical materialists who just don't understand why Westerners (or Western adjacent cultures like Central/South Americans) would even ask them to take personal responsibility for the war. This isn't even touching on Russian imperial culture or ideas of it being a civilization unto itself on a messianic mission or this obsession with the idea that the country is as powerful as peak USSR despite what it actually is.

          t. enjoyer of Russian literature and huge Russian breasts who wishes the country would just stop being an active detriment to the world and then playing the victim

There's constant shittalking of the drone campaign on this very board and certainly in the media both contemporary and post GWOT. There were protests and questioning of the efficacy and morality of the whole thing on the public stage. The DoD invented a ginsu knife missile to shut up the hippies crying about collateral damage. Where is the credible opposition to the current Russian government? The last major figure I know of (Navalny) died in a (not) gulag recently. it is an old cold war era theory basic on ironic racism. the civil rights movement in america was funded by the east because they thought it would lead to some apocalyptic helter skelter in the US, but fail to remember that americans are tied by the shared need to get rich, and any 'civil war' would not materialize for anything other than a legitimate situation where two sides of america have a actual lifestyle difference

One advantage of the US' tolerance of mass protests and even the odd riot is that it serves as a vital sorta release valve. Its unlikely any 1 riot will snowball into, say, mass defections of the US DoD in the same way the Syrian riots or Libyan riots did. Thats what the Chinese and Russians and North Koreans really fear--a riot like Tianenman Square where even a few military men decide "frick it" and ball, or that the riots violate the state's image of invulnerability and thus it rolls.

Every time an auth state gets a riot or something bad happens it has to go on full damage control to protect the ego of the state. America and Europe? 90% of the time the answer is to just clean up the mess the next day, let insurance handle the rest, and by next week the world mostly forgets.

We learned from things like the Battle for Seattle that its not necessary to go for the beating stick right away. For auth nations their only solution is to terrify so much that the stick shouldnt ever be necessary and hope it works, or beat so hard no one survives.

Its super disatisfying and angering of course to have your business windows smashed during a Summer of Floyd and be told "well maybe we'll arrest someone?", but the gov has realized that is far preferable to having to do 10 Kent States for every retaliation riot. Would the PRC compensate business owners or home owners for machine gun damage at Tianenman? Im guessing no.

Russians and other asian countries cannot concieve of the US and Mexicans having essentially buried the hatchet. The last American-Mexican armed conflict was a century ago. Every participant is long dead. The only people who remember are probably a single digit number of abuelas who are too busy thinking about their great great grandkids who moved to Los Angeles 2 generations ago. Its over. Western countries are extremely good at post war reconciliation or, at the least, letting apathy and economic convenience override militaristic hate.

Our relationship can be awkward, but it doesnt have to be blood brother tight for the Mexicans to know it would be both stupid AND suicidal. It gains them nothing. If America wanted to start rolling Central American nations for funsies it could. But we dont want to just butcher Latin America, we arent a nation of Judge Holdens getting paid to scalp everyone up and down a malpais.

      Anonymous

Putting ICBMs in Cuba is completely nonsensical. The only thing that would make sense is them stationing nuclear tipped Iskanders in Cuba, but that would mean actually developing the missiles and transferring launchers out of Ukraine. And that would just cause the US to respond in kind by bringing back the nuclear tipped Tomahawks or something like that.

That's not even mentioning that Cuba's proximity to the US is more of a liability these days given the US' massive advantage in air power and standoff precision munitions.
