I actually wanted to join the legion myself last year because I'm over 32 and they won't allow me to join my own country's military, but the Legion has changed quite a bit in the last few years. They've gone soft on a lot of the training and treating people like dirt. They will likely reject your friend however. Lots of people get rejected, people with mental problems, people who will cause trouble down the line, people who are insubordinate (always a bad thing for the military), people who suck at fitness etc. The legion is increasingly recruiting from the french population and all the top ranks, sargeants are native French from military schools. The hard training and all the traditions and chants are required to get all those nationalities and criminals into shape for following orders.
Of course France will use them as their primary cannon fodder, why would they not? 2e REP is still one of the best regiments in France's army.

The army around here also has a history of beatings and mistreatment AND barely gets any funding of any kind.
