Yes, that is an older M91, not an M91/30. This is from the Russian Empire, probably WW1 production although I can't make out the date.

Well it's over 100 years old at least, but that isn't necessarily a bad thing. It looks like mostly surface rust and dust, which can clean up. If the bore isn't too pitted the gun is likely safe to fire.
Imperial era M91s aren't that rare. Definitely more valuable than a garden variety M91/30, but not museum pieces. They made millions of the things. Dragoon carbines are more sought after, but still not million dollar guns or anything.

It's a hexagonal receiver ex tsarist mosin, they are a bit more sought after than the usual WWII mosin, depending on condition it can go up to 600$...
If the bore looks good you can absolutely shoot it, use a box of brass cased ammo just to be sure and also expect some kick, it has the energy of a 30-06 and the ergonomics of a brick, not your average peashooter ar15 or gaylama 9mm pcc.

Do *not* try to restore it yourself. You don't know how to do that (if you did you wouldn't even ask). what you should do is just clean it up. If you're using anything more aggressive than a small amount of warm water with a tiny bit of soap on a soft bristle brush, you're trying to hard. Give it a good wipe down, apply a LIGHT coat of oil (enough to feel, but not see), and call it good. If he's just looking to sell, a bubba "restoration" job will nuke the value. Collectors would be more interested in a rifle with original patina than something a 10-tumbed-hick took steel wool to.
2nd this. You clearly are ignorant, do not have prospective of this rifle from it's war time prime. I'd watch movies, documentaries, look at auctions, take advice that reflect education, and expertise. Even with all that said good luck. Hopefully you fund a place of mosin worship, Any attempt to make it look nice will make you look like an idiot, and any serious buy want to scream at you in a horror.

Mosin Model 1891 infantry rifle, made at the arsenal in Tula during the time period where it was known as the "Emperor Peter the Great Arms Factory", so 1912-1917. Rifle is probably perfectly safe once you clean all the rust out of it.
