given the relative wealth disparity and tiny GDP of the aggressor country its probably Korea

North Korea has a tiny GDP because we measure GDP in capitalist ways like "consumer goods sold" instead of glorious juche ways lime "number of shells stockpiled", NK effective spends like 80% of it's GDP on military

after doing a basic Google search OP lives in Japan, but I was right about the aggressor being NK (although what OP is ignoring is that a significant part of Japan's defense budget is aimed at China)

if op is japanese, he forgets that a lot of that budget is going to rebuilding teh japanese military might. Their training needs work, and they have no navy, army, airforce of military to speak of.
This is the begining of the country's resurgance really, it'll be great as long as they properly do things.

          >they have no navy, army, airforce of military to speak of.
shit, if Japan has no forces to speak of then what does that mean for the 90% of the world that only has a fraction of their personnel/gear?

          >they have no navy
they have over a dozen modern diesel electric subs, some of which have AIP, half a dozen Aegis destroyers, and a pair of F-35B carriers

Plus the Coast Guard, which they beefed up with heavy military hardware to technically not spend on a defence force...

Your country in return gets more funds to develop new tech that can be used for more than just protecting said 40 billion country.
Tax write off for personal gain while claiming its for someone else is a wonderful thing.
