            You can look it up for yourself, but it is true. The orks have slowly decayed culturally and technological over the past few millenia. It has been a gradual shift since the war in heaven where their masters have disappeared to properly guide them. The only time proper organisation occurs amongst their race has been with each great Waaghhh, but each one has gotten smaller and smaller along with their Warboss. Pic rel is Ghazghkull, he is currently the largest, most intelligent and the most dangerous green son of a b***h in the galaxy. Second only to The Despoiler and he caused the worst xeno related wars in the 41st millennium with the wars for Armageddon. His Waaghhhs were so bloody that they fricking summoned the daemon primarch Angron to crash the party briefly during the 2nd war for Armageddon. With all that being said, he is a drop in the water compared to the beast or the warboss of Ullanor. Both of which are described to be the size of fricking titans and intellects to rival primarchs. His deeds and feats pale in comparison yet he is one of the biggest single threats to the imperium in the modern day. That should tell you everything about the course direction of orks as a race.

                I know that orks grow slightly whenever they win a battle. So basically all that's needed for an ork to grow big is for them to be successful in battle a lot of times. That just hasn't happened lately, is all.

                Yet with the amount of battles this one bastard has fought he never gotten past leviathan dreadnought size. Which as you say is an indicator of not winning nearly enough battles in comparison to his predecessors which, you could also argue further, indicates some form of decline.

          the triumph of ullanor was against the Orc Overlord Urrlak Urg.
          Who was big.... but not smart like the beast.
          The Beast was like a primoridial ork from their glory days (a krork, to be specific)
          He didn't come about until a few thousand years AFTER the horus heresy.
          I think that was what caused the fists to reunite from their chapters into legion strength again for a time.
          That dude was terrifying.
          His mere presence was triggering shit in other orks to just make them grow bigger and stronger. Like old genetic level circuits were kicking into gear and elevating the entire race, right down to the fricking tech they put together.

The empire hates both of them and very tenuously tolerates the existence if eldar as long as they stay the frick away forever.       They played a massive part. The main reason most necron would remain inaware is that the silent king was essentially the only truly sentient, sapient and thought-independent necron until the age where the necrons went to sleep.
      Though an ork these days is a far, far cry from their WIH krork forms, so you could probably forgive a senile metal skeleton for not seeing the connection.

      For reference, from the end of the war in heaven, the krork/orks kept devolving the entire time since everything else (mainly eldar) kept denying them actual fights and just sniped their leaders from maximum range. No fights = no krork.

        the eldar also actively work to use humanity as a meatshield that they WANT to be depleted for when they rebuild their empire and people.

        in addition, most of the necrons either DONT have the sapience to see other races as anything but something to be destroyed, or they are as the anon I replied to here already described.

        there is one, and ONLY one sapient necron that is actually pleasant to deal with, and he spends all of his time pretending to be senile so he can get away with dealing with EVERYONE he encounters as if they were fellow necrontyr citizens, operating by the ancient necron book on what is traditional and lawful at every step.
