          Yeah. This one was shot down by friendly forces over friendly territory. Russian AA being unable to distinguish friend from foe is half the reason the VVS doesn't fly missions beyond the frontline, although I guess even that is too optimistic.

The F-117 landed the first bombs of the gulf war in complete invulnerability, and it's fucking garbage compared to current designs.             Alright, this isn't clicking for you. Fighter-jets and all that other expensive shit isn't something that you just order piecemeal. Over simplification ahead but, the high command of the Russian Aerospace Forces draws up a plan for how many certain models of planes (in this case, the Su-34) they think they need to conduct whatever operations they think they'll need them for. Money is then allocated to produce that specific number of planes (lets pretend most of it isn't stolen before it reaches the factory.)
            The Aerospace forces states they want 200 Su-34s, they've been allocated the funds for 200. Each Su-34 (allegedly) costs $36 million. So that's over $7 billion allocated to this program.
            They are now down 11 Su-34s and counting. In an operation that isn't even seen as a war in their eyes. That's $396 million down the drain in 5 months. That's assuming all the pilots survived and made it back to friendly lines, because pilots are arguably more expensive than their planes.
            So the Russian Aerospace Forces are going to have to choose between:
            >Asking for ~$400 million in budget increases to replace loses, which will probably result in a hearing to ask why the planes failed, or worse for them, how might their fuckups resulted in the loss of the planes.
            >Deciding to write those 11 (and counting) off of their 200 plane plan, leaving units under equipped in the future.
            War isn't HOI4 where you just allocate another factory to make more planes if you're losing them. Every loss is a bureaucratic mess that leaves you weaker somewhere for some amount of time.

                You didn’t read what I said. The past 8 years worth of Su-34 production isn’t being held in a warehouse to be deployed to Ukraine whenever it’s needed. They’re deployed across all of Russia and even in Syria. The Su-34s in Ukraine are fighting with whatever air wing is assigned to the “special military operation.” That air wing has a limited number of Su-34s. This means whatever Su-34s are lost in Ukraine are going to either have to be pulled from somewhere else (like Syria, or the border with Turkey or Estonia), or the air wing assigned to Ukraine is just going to have to run operations without a depleted air wing, lowering their effectiveness.
