              The problem with that is you can only hide air forces from (most of) the general public who are morons, not from modern intel.

              Lack of victory proves Russian airpower is both weak and poorly employed because of it. Their sortie rates (the first measure of airpower is ability to generate effective combat sorties, not how much shit you have in the boneyard) obviously suck and Uke survival is proof. Their sortie rates suck because of all the usual reasons, lack of spare parts normally highest on the list (you cannot sustain by cann'ing forever and that doesn't work for consumables like seals and gaskets though intact ones are often safe to reuse (TBD by experienced techs).

              NATO has a better picture of what the russian troops are doing moment to moment than the russian high command, you can depend on that. Also to elaborate on the satellite thing, not only does Russia not have as many spy sat (that means intermittent coverage instead of continuous), their sat's resolution is lower, so you can't see as much, and most importantly, they don't have an army of analists to actually look at the pictures and make sense of them. Without this step, these satellite images are useless.

          They come to this conclusion frequently (most recently in 2008), but a powerful military is politically dangerous and also requires that you stop/punish all of the theft, which is even less desirable for the regime. The last two men charged with reforming the Russian Military lasted less than 4 years before being replaced (due to stepping on the toes of the security service and the archthieves) by Shoigu and Gerasimov. Those two have held their positions for a decade now and weren’t immediately cashiered in disgrace back in May, so I presume they’ll survive in their positions until the last days of the regime, which shows how much careful dancers feet and political reliability are desired by the regime.

          It's not that simple. Thread is dying and I can't lay out my arguments correctly but a West-oriented leader would be nothing but figurehead on a heap of corruption. The entire Russian society, their culture must be changed before they can be trusted again.
