No they weren't. Our old militaries were integrated into the Soviet after they occupied us in 1940. The SS divisions were new formations of conscripted men and volunteers mainly using German equipment and whatever they could capture.

The Soviets systematically imported all kinds of mystery meat from across their empire to replace the native population, and many of these people weren't "white" like Russians are.
