The Russian Federation was literally teetering on the verge of bankruptcy in the 90s. If barely doing better than Chechnya is all you have gotten since those decades of reform, maybe the Russian Federaton should seriously geting out of the military game and just be a gas station since it seems like without the resources and manpower of the USSR: they are not very good at it.

Russia is just not very good at this whole war thing in contrast to the literary/artistic output of their society. But I guess Putin was always more enamoured with guys like Rurik and Peter the Great and bought into his own kool-aid that he was the "great man" that turned things around.
