if you measure weight in normal conditions and not in a vacuum enclosure, you also have to take buoyancy into account
atmosphere at sea level having roughly a 1kg/m^3 density, one kg of steel experiences a lifting buoyancy force of roughly 0.13 grams
while one kg of feathers experiences a stronger force because it is less dense, that I guesstimate at about 1 gram because I'm not sure of the feathers density but it should be in the neighborhood of 1kg/liter
