You could just dive. Water is the cheapest and most reliable way. Hence every nuclear reactor or highly radioactive fuel rods are stored in water. 20cm is all it takes.

The radiation from radioactive materials itself cannot generate heat. Water in spent fuel pools gets hot because of the residual heat of the rods and remaining decay process. Incomparable to decay of radiocarbon or the radioactive fallout dust on the clothes in Chernobyl or from a bomb.
