              The issue for Africa is that most countries there have such shitty institutions and infrastructure that it costs more to do business there than richer but better developed countries (China, India, Bangladesh, Vietnam).

              I remember reading about how western development consultants wanted to set up a garment industry in Madagascar, and they calculated that in between all the red tape from the government and the poor state of the ports, it would cost more money to make clothes in Madagascar than it would to make them in England.
