Everyone needs a carrier for the game plan to work. During a War with China a lot of NATO nations will take up freedom of navigation patrols so the US navy can put all its eyes on Pacific.
USA needs its resources shifted against China. A stronger Italian navy allows USA to shift some of those resources.
