We have it, but it is different from America - which I admit we don't really get.
Here in Lisbon, for instance, we had a "Lisbon Region Refiller Market" which got all the agricultural produce.
From there it was shipped to "municipal markets" wich I think are the equivalent to your farmer markets.
But these are very traditional and are not as frequent as they were back in the day.
In these municipal markets farmers / fishers / meat guys can get you whatever you want directly from the field/sea but it will costly you a little more and is probably illegal to some extent.
I believe in most Euro countries it is the same, especially in Southern Europe.
The thing is these municipal markets are not as many because it's basically every guy with a stand for himself. They can't compete effectively with large retail stores and the quality between one and the other is not that great.
And the municipal markets tend to be a little more pricy, in general...
