There is a .308 variant, but I dont want to over-penetrate. Also recoil + follow up shots.

Wait for the SCSA Taipan, it releases shortly and it’s cheaper than a 7615, allegedly more accurate and will handle better

aussies on PrepHole sure like to make it known they dont have wood houses like us but I really dont think you're gonna get any less with .223 than .308. Also I'm not speaking from expertise but isn't .308 more prevalent down there?

Most .223 isnt safe for dense residential areas. You should get a shotgun or better yet a pistol with a light (Allows you to do other things while keeping your gun ready. For you .45 HP would be a good choice if you dont want overpen
You ask "best gun", but for doing what? Around here, we'll usually assume something like defense against two legged threats within 100m, unless you clarify.
Anyway, I'd go .308.
.223 is popular only because self-loaders make recoil a practical limiting factor to making the next accurate shot. With a manual action, the next shot will be late enough and you'll jostle the gun while working the action enough that the recoil will be mostly irrelevant for practical concerns. If you're particularly sensitive to recoil, .223 could be preferable for comfort's sake, but .308 in a 3.2kg rifle is nothing wild for a typical man.
For limiting penetration, picking particular loads matters just as much picking between these two calibers. A .308 load chosen for the job could penetrate quite little, (eg light "varmint" or "frangible" loads) while a careless choice of .223 could overpenetrate fairly drastically (eg heavy bimetal FMJ loads)

Not to be a pedant and not that it makes our shitpile of restrictions any better but he’s actually wrong in a few ways- he either thinks, wrongly, that he can’t get a handgun, or he’s shit at English. As for the ten-rounds, there’s a couple of states that don’t have mag capacity restrictions, and others that have a fifteen round cap on bolt actions or straight pulls and ten rounds on pumps so again he might be correct but just really shit at expressing it

If you are willing to put in the effort, it's not extraordinarily hard. Aside from getting your regular license, you need to be a member of a pistol club and also participate in regular "competitions", but many clubs run "rolling competitions" so what this really means is you just need to show up and shoot on occasion to keep your license. Other than this, no handguns above .38 caliber without special competition requirements, stocks ARE perfectly fine, and 10 rounds maximum capacity. It's not that bad.
Ours are similar but there is also a minimum requirement of 12 competitions/club events per year to attend, if attend less then you lose your good goy endorsement

Other options to consider is .223 magazine fed lever actions from henry and Browning. Embrace cowboy core.
.308 unless it's super expensive wherever you are might be a better option if you are rounds limited. Recoil really only extends the time it takes you to line up your sights after a shot, and since you have to manually cycle, that doesn't matter.

The *best* gun you could get with no special privileges would probably be a self loading handgun. 10 round maximum magazine capacity. That or a lever-action shotgun. Moreover, what do you need your gun for? I should remind you that even if you are found to have legally defended yourself with your gun, best case scenario they will still strip your license because you used them for a purpose outside of what your license specified.
