    If the UAV is partaking in combat though observation and recon or actively engaging with the enemy in combat, it is 100% illegal for it to try and disguise itself as civilian equipment.

    Just because Germany lost the war didn't make them wrong when they put nearly 200 tons of ammunition on the bottom of the ocean. Hiding it in a civilian ocean liner was an outrage at the time when it was only an allegation and suspected. Since then it's been confirmed. Just a few too many years too late to help Germany out. If it had been confirmed at the time, heads would have rolled and the course of the entire war could have been changed. Public opinion would have been seriously impacted.

        It probably helps having your spies in every port your enemy owns that watch everything getting loaded and offloaded. Since before WW1 you could find German 'artists' all over Europe, known particularly for favoring making paintings and drawings of ports and other militarily valuable places. A huge number of large crates of munitions would not have gone unnoticed. In the case of Lusitania the Germans actually warned the shipping company and passengers IN PUBLIC not to bring those munitions to Europe. Guess someone wanted shit to happen, right?

        Also, the point wasn't the fact that the Lusitania was carrying ammo, it was the outrage that ammo was being transported on a civilian ship. It was one of the biggest scandals of the time: not that anyone could confirm it then, just the possibility that it *might* have happened.

        The fact that it's been confirmed since then is irrelevant. The result is that international agreements and conventions were created afterward based exactly upon that specific incident. The reason that it's illegal today to disguise military equipment as civilian is (in large part) BECAUSE of the Lusitania.
