The Merkava almost assuredly has 1200mm+ CE protection on the frontal hull and a standard PG-7VR (presumably better than the Iranian warhead due to a wider main charge) can only go through about 800mm.
Tandem charges don't really have much extra effect on NERA, the precursor charge is only wide enough diameter to provide about 80-150mm of penetration on its own in theory, but in practice it often reduces main charge penetration because the larger charge has to power through the slowed down precursor jet. This effect is prevalent enough for some tandem charge missiles to actually be designed to fire slightly offset from the precursor. I'd argue most of the extra penetration from a normal tandem warhead comes from the fact that the main warheads tend to have much more optimal standoff distance (3-6 charge diameters) than regular HEAT charges for a given weapon system.

Pretty clear neither one is ERA, but what does an image of a very thin layer of some kind of material (the bottom one is clearly some kind of flexible material like rubber) have to do with tandem warheads interacting with modern composite arrays? The precursor charge is going to create a jet much smaller than the main charge and will not go very far into any composite array (which will likely be around a meter thick on a Merkava) anyway.
