    There really shouldn't be any real amount of flammables at a space tracking facility.
    Perhaps some small amount of diesel to run a back-up generator or coolant for transmitters but it is all hardware and steel.

    Looks like it was the soviets version of the DSN for interplanetary comms, Russia isn't going to be launching anything like that anytime soon so it's not a huge deal but it will be a very expensive thing for them to replace long term.
