Look at it like this, if they get one guy it was worth it. Also it sacks up with everything else, basically it can help be the tipping point for people with all the other things happening.

Mass surrenders are better than mass retreats

If I were pressed into service, maybe. The offer of food and shelter would sweeten the deal.

I don't know of a single instance where "psy-ops" like this ever produced any actual real effect beyond meme value for shitposting about dumb "spooky" shit decades after a war. That said, giving instructions to a receptive audience on how to surrender has its benefits, but no doubt the Russians already know about white flags, putting your hands up and shouting surrender. There's not even a language or culture barrier.

Germans stayed at Calais for two days because they thought Patton was crossing there.

I meant things like dropping leaflets and telling them to surrender, or dropping propaganda on soldiers. Actual misdirection of course did work, Operation Mincemeat being the most famous example.

Japan "issued" those to allied soldiers, too.

I feel those didn't work after word got out about how the Japanese treated PoW's. I recall many stories from the Pacific war of US G.I.'s literally fighting to the last man as becoming a Japanese PoW was worse than death.

It's ironic too coupled with how Americans treated Japanese PoW's. At the very least, Japanese PoW's weren't literally medically experimented on, tortured or beheaded.

Hard to say, depends on a lot of variables.
However, producing it usually takes little to no effort in comparison to the actual fighting, so you might as well.

Pretty sure the leaflets the Americans dropped in the ME were pretty effective.

The Russians were doing this and constantly shelling surrender propaganda using literal propaganda shells: https://youtu.be/3l1GEAKwksU
It was by far the most effective infowar campaign of the war. Nothing comes close. This is what destroyed the Azovstal defense. Imagine if the defenders had decided to go out fighting instead of mass surrender.

Are you saying Azovstal surrendered because of leaflets?

They surrendered because they fought for three months with a month's worth of rations and ammo, not because of Chechen era leaflet shells.

propaganda like this only works when the message matches what the person is experiencing or is suspecting already

Not enough to justify cost-wise, and Germans and Russians would shoot deserters out of hand, but it's real purpose is to control the narrative and make sure you have effective ways to dominate and exploit captives.
    >Yuri zis flllllyer says the dill heads have taken Balakliya
    >Don't be stupid Vanya. Commander Sir Generalsky Leutenant Captain Colonel Boromirvich says everything fine
    >Captured, taken to Balakliya by ukes
    >Cyka bylat they weren't lying but my commander was! I give up,. Am prisoner, tell all I know and frick Mozzer Russia in the prostitute ass
That's how they're supposed to work.
