Ukraine has vastly different tactics. They do not gain ground through slow grinding artillery warfare, they do it through methodical mechanised and infantry pushes after saturating an area with accurate fire, after drawing Russian fighters to a more brutal offensive violently active front at the same time.
The Kherson offensive for instance iminmised casualties and focused on making the front untenable using missiles and chokepoints, the north offensive used Kherson offensive as bait.
Ukraine will attack, but it till do so when it's operationally ready to do so. It had proven it can attack ad attack well. They will just wait for Russia to falter, either through thousands dead, or hundreds of thousands of refuseniks unwilling to push (And die).
Another point to consider, Ukraine is currently receiving a lot of very good equipment - comparatively, excellent equipment when considering that Russia is now leaning heavily on older tanks and IFVs with commensurately less capable sensors and FCS. That material advantage is real but if they can't adequately weight a punch and instead send such newer vehicles piecemeal to the front, they won't have much impact. The downside is that there is a swathe of different kinds of vehicles, so training troops not to be competent but highly competent, and then not just to be highly competent at operating an individual vehicle but exploiting that vehicle in a unified force, takes time. Organizing logistics tails for all of those vehicles takes time. The battlefield will get more suitable for manoeuvre warfare in time. Situating their forces to be able to absorb Russian human wave attacks while working on those challenges means that when it comes time to deploy western vehicles and systems, they can maximize the advantages of them.
