          Complete horseshit. There's no reason to negate your biggest advantage. There was no reason to require fire missions to have to be routed through Washington, sometimes leaving a 24 hour lag before they would be fulfilled. There was no good reason not to bomb North Vietnam.

          Vietnam was fought blindfolded and with both hands tied behind our backs because Johnson and McNamara were moronic control freaks.

        The problems with the F4 were caused entirely by the air force putting bomber pilots in the wienerpit of an interceptor and telling them to use it as an air superiority fighter. The navy didn't design it as a fighter or use it as a fighter because they already had the F8 for that role.

        There were two instances in which the U.S had thought it had been attacked by the Vietnamese.

        The first, on August 2nd, in which they were actually attacked and concluded that they were attacked - they did not respond to.

        The second, on August 4th, in which they weren't attacked but erroneously believed they were - they then chose to respond to, kicking off the war for realsies.

        So, ultimately yes. But he was primarily making a point about cognitive bias. The first attack contextualized the decision-making in response to the "second". To the North Vietnamese, it would have looked like a really slow response to the attack two days prior.
