Obviously you won't be able to kill a super hero so you are going to need stuff for killing average folk and taking hostages. I would be a Victorian hunter themed goon with a well trained gorilla and .75 caliber flintlock. It forces any batman like super hero to approach me through stealth as too not alert the gorilla. As such, I only have one shot if I detect him.

Depends on the villain and their style. If I was a Bob style goon, I'd just wear leathers and street wear, and carry something generic and disposable, a cheap throwaway pistol, cosh, burner phone, switchblade and sap gloves.
If I was moving in more rarified circles, like henching for a Bond villain, I'd invest in a suit with a hidden gusset for kicking, low-profile body armour, extendable baton, and a nice pistol, like a two-tone Beretta or a sig-sauer or something. Submachine gun if I'm expecting trouble. Radio earpiece.
If we were going full M. Bison, with proper uniforms, I'd carry a PDW and a shock baton. Ride around in one of those little golf buggies they always have. Just kind of keep switching places with the other guys in Stormtrooper helmets so I'm always just sort of in the rear and never arrive at the fight.
If I was The Dragon, the right hand man, I'd go full Deathstroke. Dragonskin armour, ninja-To over the shoulder, match pistol worn crossdraw, Alice webbing, breath mask and night vision goggles. I'd throw stun grenades and go in with a three sectional staff.
Probably stand on top of something and give a little speech before I attacked. You got to commit to the bit.
